Chris,

Thanks for the thoughtful comments. What do you think about a Chancellor system for our Universities to reduce redundant costs? It would allow all three schools to keep their hallowed colors and mascots and save the State an enormous amount of capital? It works elsewhere, why not here?

Mark: You have hit the nail on the head with this post. Now what we need to figure out is how to pay for it, which is what the legislators will want to know. As I have pointed out repeatedly, Idaho's universities are among the poorest in the WAC, and generally not financially competitive with any school in the Mountain West. The Pac-10 and Big Ten? Forget about it.

For Boise State, ISU and U of I to be financially in league with a school like the University of Utah will take sustained investments of hundreds of millions of dollars annually, probably for the next two decades. Even if that were to happen, again, Idaho's universities will be nowhere near Big Ten or Pac-10 schools.

What we know for sure is there is no private capacity to fund the universities at such a level. If there were, BSU would not have capped its "Destination Distinction" campaign at $175 million (which by the way will put BSU in league with such powerhouses as New Mexico State). So that leaves the public sector, i.e., our legislators to find some dough. Oh yeah - it's out there. Idaho's tax code features $1.7 billion in credits, exemptions, exclusions, and deductions ANNUALLY that lead to little or no economic development. Imagine if we withheld those for ONE YEAR even and then put them all back on the books - and used the money for education! Well, we can imagine, anyway.

Aaron, no doubt there's some redundancy in our education budget. That's a great place to start to figure out how to invest in education more efficiently. Good thoughts!

MARK - Great to hear your contextual perspective on the meaningful term 'innovation ecosystem.' In your motivational and creative spirit, we need some more 'education innovation.' Pragmatically, we need to cut the state education budget in some places and redeploy those funds to other places. Unfortunately, there is a budget disincentive for localities to consolidate school districts (meaning towns get more funding for actually inappropriately splitting school districts). Wayne Hammon (state budget guy) intelligently says we need to incent many districts to consolidate, for cost savings. My home of the Silver Valley (Shoshone County) pays for three school district superintendants, and staff, in a community of less than 10,000 people. That $750k per year could otherwise fund significant science and creative arts programs. Is there voter/political will for this? That said, I agree with absolutely everything you wrote!

Nice letter Mark! Unlike you guys, there doesn't seem to be courage or will to invest. Still I am hopeful.
